On the planet earth, which is a part of this universe, some people live in opposite directions. The same cloud above your head is down and below relative to the people on the opposite side.

So, the decline (descend) is meaningful only when we designate a beginning and an end for something. Like the clouds are up, and the rain falls on earth. The clouds are at higher altitudes relative to your city and your location. However, on the planet earth, which is a part of this universe, some people live in opposite directions1.  The same cloud above your head is down and below relative to the people on the opposite side. It cannot be both up and down. So, everything is relative.
