The Significance of Thinking
The notion that thinking before carrying out devious actions is so significant that when punishments are determined for criminals according to the worldly laws of the judicial system, preparing the initial premeditated actions and thoughts are significantly important. Heavier punishments are for more extreme preliminary actions, plans and thoughts. The reason why unintentional misdeeds do not bear heavy punishments is that there are no thoughts and plans involved, and they are carried out without contemplation.
